Fields: Public policy, organizational behavior

Research focuses on domestic social policy in the areas of aging, housing, poverty, and higher education. He has been President and on the Executive Committee of the Association of Graduate Schools. He was the University of Rochester Dean of Graduate Studies from 1999 to 2011. He has also served on the Executive Committee of the Graduate Record Examination Board and the Executive Committee of the Council of Graduate Schools. Publications include The Political Economy of Organizational Change (Academic, 1981); "Aging and Politics," in Handbook of Aging and the Social Sciences (Academic, 1990); "Using Home Equity to Finance Long-Term Care" (with William Weissert), Journal of Health Politics, Policy, and Law (1987); and "Converting Home Equity into Income," in The Columbia Retirement Handbook (Columbia University Press, 1994).
