JD, George Washington University, 1986. Environmental law and policy (federal and international), administrative law and policy, agriculture and conservation law and policy. Recent research includes review of 50 state agricultural nonpoint source programs with Professor Robin Craig, S.J. Quinney College of Law, University of Utah as well as analysis of USDA's Conservation Reserve Program. President, Conservation Strategies Consulting LLC, serving agencies, non-profits and foundation re conservation initiatives on private lands (2015-present). Consulted exclusively for Environmental Defense Fund's Land Water and Wildlife Program (1997- 2014). Also served as appellate attorney for U.S. Department of Justice and staff attorney at U.S. EPA.
